Town Board Highlights - September 27, 2023

 Meeting Highlights from the Clerk – 09/27/2023

Open Podium

Ingrid Gonzalez-McCurdy spoke about the special election and stated that she plans on following up with state elected officials regarding the laws that allow for special election. Ms. Gonzalez-McCurdy stated that she would like to know what the total cost of the election is. 

Statement of Canvass & Special Election 

Town Clerk Weber stated that the Statement of Canvass has been submitted to the Town Board is available on the website. 

Supervisor Deer spoke about the results of the special election. Supervisor Deer stated that roughly 13% of all registered voters in the town voted in the special election. Supervisor Deer stated that this is a small percentage of voters, and that the town will begin discussions as to whether or not this is something that should be placed on a ballot in a general election. Supervisor Deer stated that the Town Board will be reaching out to state representatives regarding the laws that govern the special election process. 

Immaculate Conception – Request for SIRO/SPO

Nancy Ferroni, Principal of Immaculate Conception School and John Karp, Parent of Students at Immaculate Conception School,  spoke about the school’s request for an SPO at Immaculate Conception School. The school is willing to pay 100 percent of the cost of the SPO and they have identified a qualified individual to fill that position. 

The Town Board discussed the matter at length. The Town Board will be asking other municipalities in New York that contract with private schools how they are able to contract for those services. The Town Board is also reaching out to the State for more information on their opinion that prevents a municipality from contracting with a private school for SPO services. 

Public Hearing – Twin Shores Planned Unit Development PUD – N. Burdick St.

The Town Board reviewed SEQR and held a public hearing on the proposed PUD. The public hearing was held open. 

Town of Manlius Police Department Bike Patrol

The Town of Manlius Police Department gave a presentation on the Bike Patrol division. 

Tentative Budget 

The Town Supervisor presented the 2024 Tentative Budget to the Town Clerk. 

Fire Budget Public Hearings

The Town Board set a date for the Manlius, Fayetteville and Minoa Fire Contract public hearings on October 18, 2023 at 6:35 PM 

Property Tax Cap 

The Town Board adopted Local Law 2023-10 to Override the Property Tax Cap for the 2024 Fiscal Year

Unsafe Building

The Town Board adopted a resolution authorizing the adoption of the code enforcement officers report and set a date for a public hearing on November 15, 2023 at 6:35 pm in the matter of the unsafe buildings proceedings for the property located 6602 Fremont Rd.

TE-9 Wheeler Ave

The Town Board authorized the Town Clerk to submit a TE-9 for a speed study of Wheeler Ave, Meadow Drive and Old East Dyke Way. 

Standard Workday Resolution

The Town Board approved the 2023 Standard Workday Resolution. 

M&T Wilmington Trust

The Town Board authorized the purchase of a six-month treasury bill in the amount of 2 million Dollars with M&T / Wilmington Trust.  

Deer Committee Update

Councilor Nicholson gave an update on the deer survey results. 

Don Macpherson Enterprises LLC Contract

The Town Board approved the scope of services letter dated September 26, 2023, with Don Macpherson Enterprises LLC for training services for the Town of Manlius Police Department

 Meeting Highlights from the Clerk – 09/13/2023

Open Podium 

  • Nancy Ferrone, IC Schools, requested that the Town provide a SIRO or an SPO for Immaculate Conception School District and stated that the school would fund the position 100%.
  • Jack Popper, Manlius, spoke about his traffic concerns on E. Genesee St., (specifying Draycott Rd. & E. Genesee St.)
  • Town Clerk Weber read aloud a comment submitted by Barb Wilson concerning limited opportunities for pickleball in Manlius and the need for the courts to be improved.

Zone Chang Bottar - Set Date Public Hearing - 7078 East Genesee St., Fayetteville NY (Tax Map 092.-01-05.0) R1 to RM

The Town Board set a date for a public hearing on October 4th at 6:35 PM in the matter of the zone change application submitted by Bottar LLC to change the zoning from R1 to RM for the property located at 7078 E. Genesee St. Fayetteville

Garden Park – PUD - Set Date for a Public Hearing

The Town Board set a date for a public hearing on October 4th at 6:35 PM to consider the adoption of a district plan for the Garden Park Senior Apartments and a zone change as set forth in the local law as outlined in the resolution prepared by the Attorney for the Town

Twin Ponds - PUD Resolution - Set Date for a Public Hearing

The Town Board set a date for a public hearing on September 27th at 6:35 PM to consider the adoption of a district plan for the Twin Ponds Project and a zone change as set forth in the local law as outlined in the resolution prepared by the Attorney for the Town

Property Tax Cap – 2024 Fiscal Year – Set Date for a Public Hearing 

The Town Board set a date for a public hearing on September 27th at 6:35 PM to consider the proposed local law to override the property tax cap for the 2024 fiscal year as outlined in the resolution presented by the Attorney for the Town

Barton & Loguidice - Contract Amendment – Comprehensive Plan

Motion to approve amendment# 2 for the agreement between the Town of Manlius and B&L DPC for professional services for the Town of Manlius Comprehensive Plan for an additional $15,750 as outlined in the agreement presented.

Treasury Bill Purchase

The Town Board authorized the Supervisor to purchase a Treasury Bill for M&T Bank at a rate in the amount of up to $2 Million Dollars.

Tyler Technologies - Version 10

The Town Board authorized the Supervisor to enter into an agreement with Tyler Technologies to purchase Version 10 of their Financial Management Suite in the amount of $15,240 as outlined in the agreement presented.

Work session – September 27th 5PM

The Town Board scheduled a work session for September 27th to discuss communications platforms for the town. 

Special Election – September 23rd 9AM to 5PM

Supervisor Deer gave an update on how the Absentee Ballot process for the special election. permanent absentee ballots have been mailed and the absentee ballot application process has started. 

The special election will be held on September 23, 2023, 9AM - 5PM at Manlius Town Hall, 301 Brooklea Drive, Fayetteville, NY.

Planning Board Highlights - August 28, 2023

Planning Board Meeting Highlights from the Clerk – 08-28-2023

CNY Land Trust - Discussion – Public Hearing – 7213 Woodchuck

The Board held the Public Hearing and approved the project.

Woodland Hills Subdivision (Hoag Lane Development) 16-Lot Subdivision – 5280 Hoag Lane

The Board discussed a few issues with the Applicants and decided that a work session with the full Planning Board and the Applicants will take place on September 11, 2023.

Twin Ponds Housing, LLC – Recommendation to Town Board for Planned Unit Development (PUD) – 5440 North Burdick Street

The Board had a lengthy discussion and sent a Positive Recommendation to the Town Board with the following conditions:

  1.    Letter K – The non-residential units may be located only in mixed use, not anywhere
  2.    The Road extension to be completed/continued eventually to North Burdick Street for Fire Protection
  3.    Letter B (j) – Replace Commercial Business – to read “uses as defined in Regional Shopping (RS) zone as defined in the Town Code. Commercial Business is too broad 
  4.    Bulk Requirement – define minimum lot size
